Ive done some research on this;
Vodafone - customers who already have inclusive 08 calls will continue having this benefit (according to 3 different vodafone advisors ive spoken to).
For customers on Vodafone contracts, it may be worth getting the £3 per month extra providing 300 minutes of 0845 and 0870 calls. £3 per month for 300 mins of 0870 calls costing 13p per min could be good value. Just have to see if Vodafone withdraw it later.

Completely agree, be interesting for those still on T-Mobile Flext/similar plans with 0870 changes.

If this list is accurate it would seem that TalkTalk are going to follow Vodafone by increasing their access charge in August, although in this case for landline customers. TalkTalk probably saw that everyone else is charging more, so they may as well too. No idea if they will still exclude 0845/0870 calls though. If they do it would seem that TalkTalk customers would be better off switching if they plan to call 0870 numbers.

I was told by Talktalk a couple of weeks ago that from 1st of July 2015 all 0845 and 0870 numbers will no longer be inclusive on my landline. You know how they all are regards to giving out information which most of the times is not correct. So only time will tell what's going to happen to existing customers with free calls to 0845 and 0870 calls. Not sure if I can leave without penalty if I wish to. I have no problems with the landline or my fibre broadband but they keep on changing their prices, keep on adding and removing inclusive/free countries from their International boost add on.

Nobody gets inclusive 0845/0870 calls from 1/7/15 on TT Old or New. " From the 1st July 2015 TalkTalk has decided that we will no longer offer inclusive 0845/0870 calls in our packages. Instead these will be charged in line with all other 084/087 numbers. Thanks for the above info BJ. I knew that I have received something like that. I usually don't read emails from Talktalk as they mostly spam you to buy other services I have now checked my inbox and I received that email on 18/05 so I still have a couple of days left.... Brilliant. Will give them a call tomorrow to cancel and see what they offer me to stay with them

My interpretation of the information given on that page is that all number ranges will now be included in monthly allowances. Why do I think this? Well...
" These charges – also known as out of bundle charges – are what you’ll pay if you exceed your monthly allowance, or if you don’t have a monthly allowance." <List of various number ranges all with a 37.5p charge follows>
Then later on...
"Don’t worry, these excess charges won’t affect your monthly bill unless you exceed your allowance. If you don’t have a monthly allowance, these new prices will be your standard call and message charges."
Going further, if you look at their online shop for e.g sim only pay monthly plans, it says they include Unlimited UK Minutes. There is no asterisk indicating exclusions or limits and there is no further explanation when going further with the order.
Obviously they are NOT going to include all number ranges in monthly allowances, they are not that stupid. It is just my interpretation and perhaps others too. Perhaps this is what they intend, bearing in mind most people will take things at face value and not be as aware of the sneaky tricks of the networks as we are.
Adding to the confusion, Vodafone initially stated their access charge would be 23p (depending on plan), then they announce that it will be 45p from August (for all plans, apparently) except now it appears it will be 37.5p for most plans.

This price list must only apply until the end of this month as it shows connection charges for 08 numbers, which is not allowed from July 1st.

The Vodafone charge is 37.5p per minute excluding VAT, i.e. 45p including VAT.
The ex-VAT price is quoted because those are business contracts. The VAT inclusive price is quoted on the retail tariffs page.
