Title: Does this mean and end to the business use of 0844/0845 numbers ?

See Article 21 of Directive 2011/83/EU on Consumer Rights, http://eur-lex.europa.eu/LexUriServ/LexUriServ.do?uri=OJ:L:2011:304:0064:0088:EN:PDF  which says:

"Member States shall ensure that where the trader operates a telephone line for the purpose of contacting him by telephone in relation to the contract concluded, the consumer, when contacting the trader is not bound to pay more than the basic rate."

Three and a half years later and a year after the new rules came into force it is clear that there has been a huge reduction in the use of 084 and 087 numbers by business.

The FCA will shortly announce similar regulation for the financial sector. Ahead of this, most banks have already swapped their 0845 numbers for 0345 numbers during the last year or so.

Additionally, Cabinet Office guidance published at the end of 2013 has caused the same impact on the use of 0845 numbers by government departments, their agencies and other public services including local authorities.

From 1 July 2015 all remaining users of 084 and 087 numbers as well as all users of 09 and 118 numbers are required to declare their Service Charge everywhere their number is advertised. Those that cannot justify this charge must change their number to stop imposing it.
