If BT retail are no longer required to offer CPS/IA then there is probably little need for the prefixes to exist at all. It's not likely that they are going to choose not to block them.

Alternative providers will still be available via 0800 numbers anyway.

Yes and in the case of 18185/1899/18866 be dearer to call geographical and other numbers. :o

People aren't still using those particular providers are they? Their international rates have long been too high to be competitive and pretty much everybody has fixed and mobile calls inclusive on their landline or mobile contract!

Loads of people still use them to make geographical calls from landlines,just 5p speak as long as you like, and for cheaper calls to 0845/0870 when they have not got inclusive minutes. ;)
