A little update on this, COMUG's are now illegal again!

If the terrorism was a true reason Telco law would be amended accordingly ( ie PAYG numbers compulsory registration supported with an ID check )

Exactly, like most countries. It seems like it's not done on purpose for whatever reason that is.
