This is rather bizarre, and (depending on the extent) I think this could even be illegal! I am not sure what the extent of this is though. e.g. People who own an incoming VoIP number (DID) with a geographic area code usually have to pay for this privelage. What right would virgin have to charge a supplemement on people calling such a number given the termination onto it is the same as calling any other?

Calls to VOIP
Calling VOIP numbers will cost 9p per minute. Examples of VOIP calls
include some catalogue companies and some credit card companies.
Usually they begin with 0844 but please note that not all 0844 numbers
are VOIP numbers.
Calls to mobiles
Calls to mobiles will change.
